Official Embassy Infant Photo Rules (US, UK, Canada, EU)
Government passport offices know that infants cannot follow instructions. Official guidelines grant special exemptions for babies under 1 year old:
- ✓ Eyes Partially Open: Under US State Dept rules, it is acceptable if an infant's eyes are not completely open (especially newborns under 6 months).
- ✓ Mouth Slightly Ajar: Infants do not need strict neutral closed-mouth expressions.
